Harbour Energy announced a transformational deal on 21 December, effectively merging its existing operations with Wintershall Dea assets. Wintershall Dea is majority-owned by BASF (72.7% interest), with 27.3% of shares held by LetterOne, an investment vehicle of sanctioned Russian billionaires (Mikhail Fridman, German Khan, Petr Aven and others).
